Removed the check for down radar since the NWS is providing inaccurate radar status to some users. BEWARE: StormEye will no longer warn you when a radar is down, so if a radar is genuinely down for maintenance you will probably notice strange behavior in StormEye (old or invalid data/radar, a gray box instead of a radar image, etc).
