2121年、地球：宇宙飛行が近づき、第三次世界大戦は遥か昔のこと。人類の未来は再び明るく輝いています。宇宙船に乗り込んだ勇敢な男女の目の前には、魅惑的な世界、生命体、種族、そして異変が待ち受けています。彼らは新たな生命、新たな故郷、そして地球外に存在する文明との接触を求め、未踏の世界を探索し、未知なるものとの出会いを待ち望んでいます。
帝国の初期段階で、ある種族の指揮を執りましょう。しかし、勝利への道は複数存在し、その道は毎回異なります。勝利への道は変化する可能性があり、銀河系内の均衡を保つか、自らの種族のために銀河の力を掌握し、銀河系における独自の「均衡」を確立するかが課題となります。
